General features. Contemporary history in nutshell.

 

People´s Republic of China and the Chinese revolution have carried out a complicated process during the cold war era and after it.

It is easy to understand that a revolution in such a billion-people country is difficult and full of complexities. The at first applied Soviet model of socialism proved not to work well in the Asian surroundings and culture.

As a counter-reaction to the bureocratic socialism there was born the cultural revolution, where legal procedures were often replaced by young cadres´ rather arbitrary and often violent radicalism. This extremist movement did not last for long.

At that stage the main problem of Chinese revolution seemed to be poverty which was not possible to be eliminated by means of the young socialism. That is why the Communist Party of China decided to apply capitalist methods inside the socialist system in order to accelerate the volume of production. This happened in the SU in the twenties, too.

In 2003 it seems that the private enterprises under party´s control have carried out the desired results in the meaning that GNP has risen essentially. Yet at the same time the income differences regionally and between social classes have grown and caused problems. Also unemployment occurs.

However, the Chinese political leaders have informed the politics to be proceeded further on the basis of Marxism-Leninism. Thus private enterprises´ activities are strictly controlled by governmental bodies. Their foreign trade is under continuous inspection by high-tech computer systems. Social legislation in order to protect workers´ rights in the private companies is under active developement.

There are extremely hard laws against corruption. Corresponding sentences have been given under the anti-corruption campaign going on permanently.

In China the political system controls markets; not vice versa as it is in capitalist countries.

Many people have wondered China´s access into the WTO. Yet there is certain logics in this issue when paying attention to the future power relations inside the WTO. China´s populational and economical potential is and will be great enough to rise upon combined powers of north America and west Europe. China has many times repeated that it wants new operational rules for the WTO. In the WTO China´s aim is difficult to oppose.

The situation is interesting. While the western industrialized capitalist countries go on exploiting the third world, People´s China systematically defends the underdeveloped countries and has working political and commercial relations with them. Hence the future WTO may be something quite different compared to the purpose it has been designed for. For the present it is a capitalist interest organization. What will the figure be after China´s enter into the WTO? For sure the manuscript for future political and economic processes written by WTO will not come true because it is based on unipolar world led by USA. China will never accept that view.

On June 1st, 2001 a new law concerning real estate trade came in force in China. The new law subjugates this kind of trade under systematic governmental control. In April 2001 the IMF made and absurd plan in order to privatize African water maintenance systems. At the same time China carries out huge social water construction projects. China has expressed clearly that the country will continue on the way of planned economy. The Chinese plans for WTO include new and efficient governmental bodies to control foreign trade. In June 2001 Communist Party of China recommended workers of private enterprises to join the party and the trade unions. China restricted mining license grants in November 2001. China aims to dismantle monopoly companies and their power by legislative procedures.

On the other hand, WTO wants to remove all obstacles for the capital to move and to cumulate and to free the trade. China´s way does not fit at all with the contemporary ideology of WTO.

During the last five-years plans China has achieved remarkable results in their poverty-elimination program, in the general developement and modernization of production and in the environmental protection programs.

By the end of the WW II China was divided into socialist People´s Republic of China and the capitalist Republic of China in Taiwan. This situation has been a reason for continuous arguing in geopolitics. The continent-China keeps Taiwan as their county. Taiwan on its side has been a bridgehead for world capitalism close to the socialist China. There is drive for reunification. In the beginning of 2001 passenger ships for the first time crossed the channel between the continent and Taiwan.

In its external politics People´s China has after the traumatic era of collapse of the SU reached a steady and clear line. People´s China has tied strong and functioning relations in Asia especially with DPRK, People´s Vietnam and People´s Laos. China has great prestige in all Asia and correspondingly political and commercial relations with all Asian countries have developed progressively.

China´s path is anti-imperialist. Hence China has good relations also with small capitalist countries oppressed by global capitalism. China has clearly stated that she will not accept the unipolar hegemony aimed by USA.

Because of choosing this principal line it is quite understandable that relations between People´s China and USA are cool, sometimes even hostile. In Chinese news in 2000/2003 it has been easy to see growing hard critizism against US aggressive external politics and in this case especially because USA tries to get involved into the inter-Chinese talks between Beijing and Taipei.

Relations between China and USA are not either improved by the support given by USA to the Falung Gong -movement in the name of "human rights". Falung Gong pretends to be some kind of a religous organization. In fact Falun Gong messes with religion but it is in the first place a political anti-revolutionary movement whose aim is to take the Chinese community in pieces.

Dalai Lama´s visit to Taiwan in spring 2001 was covered to be a religious incident. The visit was a political and separataist provocation against China.

China´s political interest is to stop delivering of weapons to Taiwan. In April 2001 USA deciced to sell heavy weapons to Taiwan.

China and USA blaim each other on human right issues. The American point of view is very hypocratic. The western concept "human right" does not include basic human rights like right to work, wage and housing. This type of basic rights are included in the socialist concept of human rights. In the Chinese criminal code there are sentences for provoking people against the society. Hence possible sentences for instance in the Falun Gong -case are based on written law, not on arbitrariness.

The U.S. primitive and undemocratic poltitical organization, racism, unhuman prison circumstances, political trials and other features of violating human values hardly justify Americans to evaluate human rights situation in any other country.

On May 3, 2001 the U.S. government suffered a crushing defeat. That country has been a member of the United Nations Human Rights Commission (UNHRC) since 1947. This year, after that country's scandalous, arrogant and humiliating behavior in Geneva, it was excluded from the Human Rights Commission by a vote taken in the UN Economic and Social Council (ECOSOC). This incident is a great victory for China, socialism and anti-imperialism.

An American spy aircraft bumped to a Chinese fighter over South China Sea in April 2001. This incident worsened still more relations between the countries. The US government did not even apologize. China´s demand for apologies was justified because according to aviation experts the American aircraft broke aviation regulations. The US claimed their airplane crew to be realesed without conditions. Afterwards an US representative admitted that the American airplane had violeted Chinese air space. However, a compromise was born because of some kind of apologies by the American side. The crew of the American aircraft is released. The end of the story seems to be political and prestige defeat for the US. Yet negotiations on this issue go on. Spy flights go on, too.

The US government attitude to China seems to be arrogant. That is play with fire. China has superior economic and military power. The means used to destroy the east-European block will not work against China.

People´s China with its allies and friends forms a strong red and anti-imperialist zone in eastern Asia.

In Asia there is a threat of history to repeat itself. The Japanese militarism rises again, in this time supported by USA. A new book for schools issued in Japan in April 2001 distorts truth of WWII in Asia badly. It has caused astonishment and a furious storm of protests in China, in north Korea, in south Korea and in Taiwan. 

People´s China´s political representing system is an advanced one. The system has passed the parliamentary stage. People´s representation is based on councils on all levels.

According to some speculations the The Fourth Session of the Ninth National People's Congress (NPC) had decided in March 2001 to give up socialism and to shift to market economy. This is by no means true. The special position of communist party and system of planned economy remain unchanged. The governmental economic short- and long term plans are anyway in sharp contradiciton with free market economy. Capitalists are allowed to serve the Chinese community, but the discipline is hard. In November 2001 nineteen people were sentenced to death because of tax frauds.

The Chinese "socialist market economy" is absolutely another thing compared to the western "free market economy". Further different adjustings on the basic level of the "socialist market" and decentralization in the socialist society do not mean changing of the basic structures of the state. Just on the contary. The new steps are designed to strenghten the state.

The five-year plan 2001 - 2006 includes creating of an all-covering social security system and a huge environmental protection program.

The western power media tries to make us believe that China has given up communism. No. The country is governed by the communist party. Party cadres are obliged to study theory of socialism. Mao Zhe Dong is an appreciated person, whose pictures you can see everywhere. He has said that China´s way to socialism is long curved. May it take even tousand years...

The background wall in the meeting chamber of Chinese People´s Congress is covered by a big red flag with sickle and hammer. This is to symbolize that China has now the role which the world lost with Soviet Unions´ break down. 

China will be in compliance with the Kyoto climate agreement in spite of her own industry growth goals.

China has succeeded to drop unemployment down to 3.1% up to March 2001. The goal in a socialist state is hundred per cent employment.

China has been accused for idelogical revisionism. However, we must remember that in China there is going on an enormous process looked even from the global angle of view. This process is by now in its very beginning. Anyway, it is encouraging to see Chinese youth to appreciate the revolutionary traditions.

China expands her economic relations all over thes word, especially with the third world. The character of Chinese foreign trade is different compared with the US commercial activities. It is based on equality, not on dictating or robbery.

Chinese president Jiang Zemin´s visits to Latin American countries, Cuba, Chile, Argentina, Uruguay and Brazil is an important historical turnpoint. Jiang Zemin and Cuban President Fidel Castro discussed bilateral ties between their countries in formal talks in Havana in April 2001 and agreed to further economic and trade cooperation. No doubt corresponding co-operation will come true also with other Latin American countries.

Guo Boxiong, executive deputy chief of General Staff of the Chinese People's Liberation Army, met in Beijing in April 2001 with Hamdi Swaihli, chief of staff of Libyan Navy. Guo said that China and Libya share identical or similar views in many international and regional issues. He said that Sino-Libyan relations have developed smoothly, and with the joint efforts, he believes that the military relations between the two countries would develop further. Guo expressed gratitude for Libyan government's adherence to One-China principle and its support in the human rights issue. He also reaffirmed China's stance on the Lockerbie issue.

The Communist Party of China attended the Ninth National Congress of the Communist Party of Vietnam (CPV). Other participants were Lao People's Revolutionary Party, Communist Party of Cuba, Workers´ Party of Korea and Cambodian People´s Party.

Dalai Lama´s visit to USA in May 2001 was obviously some kind of a provocation planned by the US, too. Dalai Lama represents Tibetan separatism.

At the same time China spent anniversary of liberation of Tibet. Taiwan´s president´s visit to USA at the same is hardly a coincidence.

A new reason in order to worsened Sino-US ties is in June 2001 a US rumor that China is shipping weapons and explosives to Cuba. It may even be true. Yet this issue concerns only Cuba and China, not USA.

Taiwan´s Patriot-missile experiments in June 2001 were no doubt again a provocation backed by USA. Why Americans intentionally want to worsen relations with the potentially huge trading partner?

There are new problems also in relations between China and Japan. Japan published a textbook of history in 2001 without mentioning Japanese war crimes during WW II. The Japanese prime minister visited in August 2001 a war monument which has war criminals´ memory plates. These features have aroused larged protest in China and also elsewhere.

China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan, at the two-day summit, signed in June 2001 the declaration of the Shanghai Cooperation Organization (SCO). Hence the American dream of unipolar world can be forgotten.

The SCO, which covers three-fifths of the Eurasian continent and one-quarter of the world's population, is a good example of international cooperation, the editorial says.

The summit meetings have gradually expanded into the areas of politics, security, foreign affairs, economy and trade from the original border issues.

The main contents of defence politics of SCO is own common defence. SCO opposes US one-sided nuclear missile plan.

The visit of China´s president to Russia in July 2001 had signifigance of military politics. Both countries condemn the US nuclear nuclear missile plans and the newest missile test. The Chinese president visits also Moldavia and Ukraine.

At the invitation of Chinese President Jiang Zemin, President of the State of Palestine and Chairman of the Palestinian National Authority Yasser Arafat visited China in the end of August 2001. China's support has encouraged the Palestinian people and Palestine will continue to strive for peace, said Yasser Arafat after the visit.

In 2001 Communist Party of China celebrated its 80-years anniversary with big ceremonies and with optimistic views for future. Marxism-Leninism and building of society and social sciences on that basis has been highly emphasized.

The Olympic games of 2008 will be arranged in Beijing in spite of the almost hysteric resistance by the western propaganda machinery. It is a political victory for the anti-imperialist powers of the world.

USA as an imperialist power has nowadays to shift from offensive attitude to defence. USA tries to to improve relations by high level political visits. That fits with Chinese aims. China has all the time hailed good relations, yet without any preliminary conditions. 

However, at the same time the US increases its military readiness in Asia.

China´s president visited North Korea in September 2001. Common defence questions were the main topic of the talks.

In August 2001 China started a project to build fusion reactor in co-operation with other superpowers. This aim to the solve almost without pollution energy problems of the world was interrupted in Soviet Union ten years ago.

USA blackmailed or flattered governments around the world to join the crusade against "terrorism". After the October 7th 2001 air attacks on Afghanistan the Chinese People´s Daily main headline was correspondingly rather peculiar - it concerned football.

In the APEC meeting in October 2001 superpowers seemed to find some kind of a consensus. Yet there are on the background too serious contradictions between them to be solved. In this meeting USA tries to promote goals of its imperialist politics. The globalization process promoted by USA suffered a defeat.

In a meeting in Algeria in the end of October 2001 China´s representative has sharpened the Chinese stance against terrorism. "We oppose to link terrorism to a certain religion or a nation". China upholds that any military strike against terrorism must be based on hard evidence and have definite targets so as to avoid innocents' casualties.

It is possible that China´s rather moderate stance on the US attacks on Afghanistan prevented beginning of a large inter-state war which would have benefited interests of world capitalism. 

China and other ASEAN-countries issued their anti-terrorist convention text in the beginning of November 2001. The declaration concerns all forms of terrorism where and when it occurs. Especially terrorism against innocent civil people is highlighted. No doubt this sentence refers to the anglo-American terrorism on Afghanistan. The western media pretends not to understand this important aspect.

The WTO meeting in Qatar in November 2001 accepted China´s membership. It is for us to see how this peculiar commitment by the third world´s friend China affects on the future politics of the WTO. Immediately after the acceptance of WTO access China started a large program of high-level commercial and political visits all around the world, especially to developing countries.

In the beginning of December 2001 the Vietnamese official visit to China strenghtened the pan-Asian co-operation network.

In December 2001 China expressed her anger for of the new US missile tests. At the same time China has emphasized her own readiness for defence.

Wei Jianxing, member of the Communist Party of China (CPC) Central Committee, met in the end of December 2001 in Sirte with Zinati al-Zinati, speaker of the General People's Congress of Libya. Wei said that the CPC and the Chinese government paid special attention to further reinforcing friendship and cooperation with African countries.

After occupation of Afghanistan USA deployed in Afghanistan a missile system targeted to China. In global politics this act is a serious and fatal error which could not be emphasized too much.

The Afghanistan crisis led to conflict between Pakistan and India. China was obliged to choose its side. In January 2002 China is fully behind Pakistan in "potentially volatile situation" Pakistan said that China stood 100 percent behind Islamabad as it faced a "potentially volatile situation" with India. Chinese Prime Minister Zhu Rongji met with Pakistani President Pervez Musharraf in Beijing and assured him of China's "principled and everlasting support" for Islamabad, said a Pakistani official statement.

In the beginning of 2002 China began a campaign to develope relations with former Soviet republics.

China has always tried to improve relations with USA. This aim will not succeed, because USA spoils each step further in this respect by some kind of a provocation.

In January 2002 a new US-made airliner was delivered to the Chinese president. More than thirty different spying equipment units were found in the aircraft. Chinese were angry, of course. Do the Americans really think that the buyer does not check the aircraft?

China expresses disagreement with the comments by US President George W. Bush in his State of the Union speech which defined Iraq, Iran and Democratic People's Republic of Korea (DPRK) as the "axis of evil".

China Thursday expresses disagreement with the comments by US President George W. Bush in his State of the Union speech which defined Iraq, Iran and Democratic People's Republic of Korea (DPRK) as the "axis of evil".

"The Chinese side is not in favor of using such terms in international relations," foreign ministry spokesman Kong Quan said.

"We always advocate... the principle of equality of all countries when dealing in state-to-state relations, otherwise it can only undermine the atmosphere for seeking resolution and harm the maintenance of world peace and stability," he said.

Kong also welcomed another part of Bush's speech which focused on strengthening China-US cooperation.

"We believe that the exchanges of cooperation between our two countries is in the interest of the two countries as well as for world peace and stability," said Kong.

In his address to Congress Tuesday, Bush singled out Iran, Iraq and DPRK as forming an "axis of evil", bluntly warning that they could soon become targets in the US-led war on terrorism.

China, Russia and India have made a trilateral agreement to resist the absurd US idea "Axis of Evil".

Mr. Bush´s visit to China was labeled friendly even by the Chinese media. Yet this is not a visit for friendship, whatever the real meaning might be. The Chinese and US geopolitical and commercial interests are in sharp contradiction with each other.

The Taiwan issue is the first problem which may be geopolitically compared with contradictions caused by the US military presence at the Korean peninsula.

The Chinese did not believe Bush´s false words on supporting the one-China politics. Additionally, talks for restricting nuclear technology did not lead to any kind of results.

The Chinese have not forgotten the previous US threatenings, provocations and frauds.

In March 2002 China rebuked US for its decision to raise tariffs on steel imports.

In spring 2002 China outlined its politics. China does not accept foreign interference. China does not accept internal separatism. China rejects the childish American interpretations for human rights. China adds its readiness for defence, but threats nobody.

In March 2002 The Chinese government was deeply shocked over news that the U.S. Defence Department has outlined the possible use of nuclear weapons against countries including China.

Belarus stands for closer ties with China. Belarussian President Alexander Lukashenko said in the beginning of April 2002 that his country would always attach the greatest significance and pay the great attention to the development of relations with "our great friend, China."

In spring 2002 the UNHRC meeting in Geneve did not find anything to blaim for human rights in China.

In April 2002 the Chinese president carried out official state visits to Germany, Libya, Tunisia and Iran. At the same time also the Chinese PM and the FM have travelled abroad, especially to countries in the third world.

In April 2002 China postponed a visit by Japan's defence chief and a port call in Japan of a Chinese warship to protest Japanese Prime Minister Junichiro Koizumi's visit to a controversial war shrine.

As a contrast with the empty words of the Declaration of Children´s Rights by the UN East-Asian countries have in Beijing in May 2001 drawn up a real Declaration on Commitments for Children´s Rights with 47 concrete items to be completed before 2010. Have a look:

UN children's forum concluded after bitter debate in May 11th, 2002. The Chinese by law arranged acts for children are on much more higher level than the empty promises and declarations by the UN.

China´s president Jiang Zemin was in June 2002 seriously in touch with both Indian and Pak leaders. The western capitalist powers wanted war but the more intellectual Chinese politics may have helped mankind to avoid a horrible nuclear war.

Immediately after Putins´ meeting with Bush Chinese President Jiang Zemin arrived in St. Petersburg to attend the second summit meeting of the Shanghai Cooperation Organization (SCO).

In June 2002 China said enough is enough. China wants US troops to leave Central Asia.

In June 2002 Chinese president Jiang Zemin visited Latvia, Estonia, Iceland and Lithuania.

Taiwan defended in June 2002 the new US political aggressions against Cuba. This type of an attitude hardly improves relations between China and USA.

According to the Chinese official sources in June 2002 China will play bigger role for peace in Mideast. China´s help might be the first honest exterial effort to solve the Mideast problem.

In June 2002 China informed officially to promote democracy in state, collective-owned factories. This idea concerns principally also the private sectror. Could that type of a productional ideology be more contradictory with the contemporary WTO?

The Chinese State Council holds back state share sell-off plan. The government announced on June 23rd, 2002 that it was giving up its plan to sell off massive State holdings in listed companies through the domestic stock market.

In the beginning of July 2002 USA agreed to deliver sophisticated missile weaponary and submarines to Taiwan in spite of resistance by China. This provocatory act guarantees problematic relations to remain between the world´s two superpowers.

In July 2002 China wished officially success African Union and its summit in South Africa.

CPC´s statements and Chinese press headlines gave the correct idea of warm Sino-Russian relations in 2002.

USA and certain Taiwani leaders provoke in August 2002 intentionally China with furnishing Taiwan with new weaponary and with speeches of independence. The Chinese People´s Daily criticized on August 11th strongly the US double-faced politics. USA says it supports the one-China principle. At the same time it provides active co-operation and assistance to the Taiwani separatists.

China and Russia draw away from world capitalism. In the large economic co-operation document signed in August 2002 the monetary unit for the mutual trade is the Chinese yuan, not dollar or euro. The formally economic pact has also political and military dimensions. Among other things Russia furnishes the Chinese Air Force with ultramodern Sukhoi-fighters.

Highly Concerning China, US Plans to Deploy New Fighters in Guam. Due to rising concern by the US over "Chinese mainland's military force and development", commander of Pacific Air Forces asked military officials to deploy a batch of fighters, bombers, unmanned scouts and other planes in Guam in August 2002. The United States Navy has decided in October 2002 to base nuclear-powered attack submarines on the Pacific island of Guam.

Chinese FM spokesman Kong Quan stated September 17 that seasoned diplomat Wang Shijie was appointed special envoy to the Mid-east by the Chinese government. This was the first ever special envoy the Chinese government had sent to the Mid-east, indicating that China has come to make a change of its foreign policy towards the Mid-east and strengthen its participation in the Mid-east issue.

President Yang Zemin visited USA in October 2002. Before the meeting he had been in touch with both Russian president Vladimir Putin and DPRK leader Kim Jong Il. The very short communique after the visit gives an idea of failure of Bush´s pressure on China.

After the visit to USA the Chinese Xinhua News Agency mentioned the "aims for good military relations with the U.S." but emphasizes the military meaning of the SCO, co-operational organization of China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

In October China expressed its stance on the Korean nuclear issue. China believes that to maintain peace and stability and keep the peninsula nuclear free is in the interest of all parties. By that statement China refers quite obvioulsy especially to south Korean nukes rather than to the hypothetical north Korean nukes.

The 16th party congress of the Communist Party of China was held in November 2002. No surprises; some new names, not change of political lines. The meeting emphasized developing of socialism and long-term plans.

New nominations in the party congress referred to future generation change in normal order. The new visible name was Hu Jintao.

As a permanent member of the UN Secrity Council China accepted the tougher resolution on Iraq in November 2002. Yet China emphasized peaceful solution of the problem.

In November 2002 Chinese President Jiang Zemin and visiting Ukrainian President Leonid Danilovich Kuchma signed a joint declaration in Beijing on Monday, promising to strengthen bilateral ties between China and Ukraine.

Chinese and Ukrainian defense ministers had talks with other in Beijing in November 2002.

The Chinese envoy met Yasser Arafat in Ramallah in November 2002.

Russian president visited China in the beginning of December 2002. The main topic of talks of Russian and Cinese state leaders is oreign and defense politics, especially in order to develope further the SCO.

In December 2002 Jiang Zemin, Chairman of the Central Military Commission of the Communist Party of China (CPC), and Hu Jintao, General Secretary of the Central Committee of the CPC, said that it is a steadfast policy of the party and government of China to boost the traditional friendship between China and the DPRK.

In December 2002 China published a white paper on its military politics. The Chinese peaceful and defense-oriented military doctrine is in sharp contradiction with the US-NATO aggressive military politics.

Li Changchun, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, left on July 5th, 2003 for an official goodwill visit to Cuba, Argentina and New Zealand.

In July 2003 both Chinese president Hu Jintao and visiting ROK President Roh Moo-hyun agreed the nuclear issue in the DPRK should be settled peacefully through talks, and the Korean peninsula should be nuclear free. "China at the same time held that the security concerns of the DPRK should be taken into account," Hu said after emerging from a two-hour meeting with Roh, which both described as "satisfactory" and "fruitful".

The 50th anniversary of Sino-DPRK cooperation agreement was celebrated both in Beijing and Pyongyang on November 21st, 2003

In the end of November 2003 Taiwan decided to arrange a referendum concerning drive to independence China warned Taiwan of 'strong reaction' if referendum law is passed.

May 23rd, 2004. President Luiz Inacio Lula da Silva of Brazil visited Beijing on a three-day visit to China.

May 27th, 2004. China has always supported the efforts of the African countries to achieve peace and development," said Chinese President Hu Jintao here in meeting with Ugandan President Yoweri Museveni, who had participated in the Global Conference on Scaling Up Poverty Reduction in Shanghai.

June 13th, 2004. China and Romania signed a joint statement, pledging to establish an "all-round friendly and cooperative partnership" between the two countries.

July 23rd, 2004. Chinese Foreign Minister Li Zhaoxing said that the United States should clearly understand the seriousness and sensitivity of the Taiwan situation,halt its arms sales to Taiwan and end its relevant military excha nges aimed at upgrading its relationship with Taiwan.

July 31st, 2004. The SCO meeting was closed in Beijing. During the 10-day meeting, sixteen military officers from China,Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, discussed regional security and international issues of common concern such as global anti-terrorism situation and the role and future development of the SCO. The SCO uses the word anti-terrorism especially in the state-terrorism sense. No doubt timing of that meeting refers to U.S. military activities in the Pacific and in all Asia.

Mexican Foreign Minister Luis Ernesto Derbez Bautista paid an official visit to China from August 14 to 19, 2004 at the invitation of Chinese Foreign Minister Li Zhao Xing.

August 27th, 2004. Delegates to the African Chinese co-operation forum for youth in the Chinese capital Peking, emphasized that the declaration of collaboration between youth in China and in the African Union member states signed by the participants in the forum would greatly contribute to promoting collaboration between youth in China and African states on a host of fields.

September 2nd, 2004. China decided to build more facilities closely related to people's daily life in the developing countries and send more medical teams there in the coming years. The decision was made at a national conference on economic relations with developing nations.

September 15th, 2004 President Hu Jintao said that history proves following blindly western political systems would lead China to a dead end, and China's current people's congress system has strong vitality and great superiority. Addressing a grand rally in Beijing to mark the 50th founding anniversary of the National People's Congress (NPC), China's top legislature, Hu recalled the failures of China's bourgeois republic system established by Dr. Sun Yat-sen, and various forms of political systems introduced into old China. September 18th, 2004. China´s Social Security Ministry announced, that nearly one tenth of China's State assets which stand at more than 12 trillion yuan (US$1.4 trillion) will be transferred to the insufficiently funded social security system within five years.

On October 14th, 2004 Russian President Vladimir Putin arrived Beijing, kicking off a three-day state visitas guest of his Chinese counterpart Hu Jintao. Chinese President Hu Jintao and visiting Russian President Vladimir Putin began talks in the Great Hall of the People. The two heads of state exchanged views on bilateral relations and international and regional issues of common concern. The visit, marking the 55th forging anniversary of Sino-Russian diplomatic ties, is sure to further strengthen Sino-Russian friendly cooperation and promote the strategic partnership of cooperation between the two nations, Hu said. Several agreements were signed during the talks.

October 20th, 2004. China and Russia e reached an agreement to further boost cooperation on energy resources.

On October 25th, 2004 the U.S. Secretary of State Colin Powell said in Beijing that the U.S. tries to find peaceful solution in the newest round of the six-party talks concerning Korean penisula and the DPRK. "We wish the US side would go further to adopt a flexible and practical attitude on the issue," said Chinese Foreign minister Li Zhaoxing in talks with Powell. Additionally, Powellsaid that the U.S. supports the one-China principle and resists independence of Taiwan.

October 30th, 2004. China's oil giant Sinopec Group signed a $70 billion oil and natural gas agreement with Iran, which is China's biggest energy deal with the No. 2 OPEC producer.

Turn of October - November, 2004. China's top legislator Wu Bangguo,who was on an official goodwill visit to Kenya, held talks with Kenyan National Assembly Speaker Francis Ole Kaparo on bilateral relations, China-Africa relations and other issues ofcommon concern. Wu visited also Zimbabwe, Zambia and Nigeria.

November 2004. U.S. State Secretary Colin Powell´s resingation was a new setback for Sino-US relations. Powell had tried to calm down the worst contradictions between the two countries.

The Chinese president visited Brazil, Argentina, Chile and Cuba from November 11 to 23, 2004 during which heattended APEC's 12th informal leadership meeting.

The U.S. with the huge foreign debt is seriously depending on China´s decisions on targets of investments. In case those investments will be essentially targeted elsewhere than to USA, the U.S. economy will be in real trouble".

February 20th, 2005. China expressed "grave concern" over a joint statement of the United States and Japan listing Taiwan as one of their "common strategic objectives" in the Asia-Pacific region, a Foreign Ministry spokesman said, saying that any "irresponsible remarks" on China's national defense is "untenable".
