General features. Contemporary history in nutshell.
Libya is a prosperous socialist country. It is one of the most remarkable oil producers in the world.
The Libyan political organization is based on people´s committees. Libya has rejected parliamentarism as an old-fashioned form of using political power. The Libyan way of thinking is in accordance with classics of socialism. Contemporary parliamentary systems in the world do not carry out democracy. Just the opposite. Parliaments are obstacles to democracy.
In September 2002 , on the occasion of the 33rd anniversary of the great Al Fateh revolution and the advent of the 34th year of this pioneering historic revolution, the Leader of the Revolution, colonel Moammar Kadhafi, delivered a speech to the masses of the Basic Peoples Congresses and popular activists in Sabha (the city of the first spark). The speech will include promoting of the revolutionary inspiration and maintaining the existing basic political lines.
The Al Fateh revolution had military character like all the socialist revolutions have always had. That is why Moammar Kadhafi prefers to call himself colonel rather than president. The army represents all the Libyan people.
Moammar Kadhafi stated in his speech that the global problems cannot be solved by military operations. However, at the same time he confirmed that the Arabs could not slave themselves.
According to Kadhafi Libya, The African Union and all the African countries have a crucial role when solving the special problem of Palestine.
The American intelligence services informed in 1998 that this water distribution system might have military meanings. Of course, the large tunnels might have also military use when defending the country. But what this theoretical possibility has to do with USA? It is not very likely that Libya is planning for a military operation against USA. On the other hand, aggressions by USA against a country producing oil were no surprise at all.
Libya is one of those few oil producers whose administration is free of American infiltration. According to western propaganda Libyan Leader Moammar Kadhafi has not got his power from the people, because in Libya there have not been western-type elections manipulated by big money. Moammar Kadhafi has got his authority in direct people´s meetings, which may be the most democratic way to carry out elections.
Libyans can be satisfied for of the large-scale developement of their independent country. Libya is the only African state without real poverty. Public health services cover all the people without payments. Schooling system offers free education up to university level.
According to a report by a former M15 agent in August 1998 western countries had earlier tried to kill the president of Libya. The bomb attack failed. The president survived, but outsiders were killed.
August 2005. A Scottish police officer confessed that the "evidence" against the Libyan man was faked.
October 2008. The Libyan political hostage Abdel-Basset al-Magrahi won the appeal filed by his lawyers before the Court of Appeal dealing with criminal issues in the Scottish city of Edinburgh.
August 2009. Abdel basset al-Megrahi was released by "humaniarian reasons". This way all the farce ended in silence.

Libya has a centric position in world´s anti-imperialist and revolutionary front. The politically engineered sentence caused immediate activization of the OAU.
All-African People´s Revolutionary Party gathered progressive powers together in Tripoli in November 1998. The point was the worldwide fight against imperialism and large support to countries suffering of commercial embargo like Libya, Cuba and North Korea. The secretariat of the Pan-African movement in a statement issued on Dec. 15 1999 demanded the United States which has deeply been involved in the Korean issue from long ago fulfil its commitment to dismantle the wall of division and let the Koreans achieve the independent and peaceful reunification of Korea.
It was planned the president of Libya to pay a visit to Europe in January 2000. The invitation was cancelled, because "he does not fulfil the criteria of EU". To be translated into clear language this ment that Libya does not surrender before imperialism.
In March 2000 Libya began decentralisation of governmental activities. This is a step towards socialist-type regional democracy.
In April 2000 the Libyan leader Colonel Gaddafi launched an attack on Europe, accused its people of looting African and Arab resources and imposing their culture on the region. In his speech to the Europe-Africa summit in Cairo, he criticised capitalism and urged Europeans to expel the US Navy from the Mediterranean.
In the Cairo meeting the statemets of OAU and EU were contradictory. EU spoke hypocritically of political rights. OAU is interested in real human rights and in food, water and energy problems. .
A high level Libyan delegation visited Democratic People´s Republic of Korea in July 2000. The secretariat of the Pan-Afican movement gave once more their political support for the Korean reunification process in February 2001. A high level Libyan delegation visited DPRK again in February 2001.
In August 2000 Venezuela expressed its political support for Libya.
A high-ranked Japanese commercial delegation visited Libya in September 2000. The unlegal blockade arranged by USA against Libya breaks on all directions.
In August - September 2000 Libya unselfishly and succesfully participated solving the Jolo hostage drama. USA clearly expressed their bitterness and jealousy after Libya´s succesfull rescue operation.
Socialist Libya´s participation to the UN summit in September 2000 was prevented by dishonest political tricks.
There are migrant workers from different parts of the world in Libya. No wonder, because Libya is the most developed country with highest standard of living in Africa.
In October 2000 there were unrests in Libya between immigrated workers and original Libyans. The matter was under investigation between the governments of Libya, Nigeria and Ghana. Quite apparently the unrests were stirred up by some outside element. This is the normal way of the US-led imperialism to interfere into internal affairs of a sovereign country.
In May 2001 Libyan court sentenced to death several persons who had strirred up unrests.
Unrests in the near East in October 2000 lead quite evidently to new forms of co-operation among Arabic countries. Libya´s activities unite the Arabic front against Israeli aggressions. In January 2001 Libya has with strong words rejected the US proposal for American model "peace process" in the near East.
In November 2000 Libya and Byelorussia agreed to promote mutual co-operation.
In 2001 -2003 Libya´s foreign politics activities have increased essentially. Libya´s new prestige can been seen in the expanding co-operation with African states and especially by involvement in the contemporary near and middle East crisis. Obvioulsy for this very reason sanctions against Libya will not be lifted. Powerful Libya is in crucial position in attempts to solve the near and middle East crisis.
In February 2001 Libya condemned with strong words the latest US and UK air raid on sister country Iraq.
Mainly under Libya´s leadership the African states are heading to a new united anti-imperialist power unit through their contemporary co-operation organization OAU. African leaders arrived to Sirte, Libya 1st March 2001 with renewed determination to give vent to an idea whose time has come - that of African Union - as part of continuing efforts to cement continental unity and integration. Giving fillip to this idea, mooted by first generations of African leaders is the charismatic Libyan leader Col. Moammar Kadhafi, who in his usual generosity deployed much resources to the realisation of this ideal.
In the summit of Arab countries in Amman in March 2001 Libya has joined to demand lifting of sanctions against Iraq. Libya has also joined Arab countries´ joint front against Israeli prime minister Ariel Sharon´s policy. Additonally, this summit recommended Arab countries to open of air routes to Libya like the OAU members already have done. Additionally, the leader of the Libyan Revolution Col. Mouammar Kadhafi in Amman invited Arab countries to join the African Union.
The Organization of African Unity (OAU) was transformed on May 26th, 2001 into a higher form of union as envisaged by its founding fathers on 25 May, 1963, when signing its historic Charter. Thirty-eight years later, a day after OAU's anniversary, the Constitutive Act of the African Union, which replaces the OAU, attains the legal requirement for entering into force, 30 days after the deposit of the instruments of ratification of the Act by two-thirds of member states. In line with the decisions of the 5th OAU extraordinary summit held 1-2 March this year at Sirte, Libya, the African Union becomes both a political and legal reality on 26 May, as proclaimed by Article 28 of its Constitutive Act. Building the AU into the form ment by the agreement is estimated to take about one year.
The AU is not a federation-type centralized organization like the EU. Main interests of the AU will be intensifying of independent African foreign politics and developing mutual co-operation between African states in all respects.
USA tried to get involved into the African political processes by their proposal for Afican unity to be arranged by US "help", which means in practice control and dividing of African states in groups of different statuses. This proposal was officially rejected by OAU by its Libyan representative on May 19th, 2001. Establishing of the AU is imperialism´s political defeat.
In April 2001 Libya trongly condemned the US spy flight which caused the collision with a Chinese aircraft.
Guo Boxiong, executive deputy chief of General Staff of the Chinese People's Liberation Army, met in Beijing in April 2001 with Hamdi Swaihli, chief of staff of Libyan Navy. Guo said that China and Libya share identical or similar views in many international and regional issues. He said that Sino-Libyan relations have developed smoothly, and with the joint efforts, he believes that the military relations between the two countries would develop further. Guo expressed gratitude for Libyan government's adherence to One-China principle and its support in the human rights issue. He also reaffirmed China's stance on the Lockerbie issue.
The UN is in many issues led by USA. This situation causes counter-reactions in Libya and in other Arab countries. The International Deoband Conference on April 11th, 2001 called upon the Arab countries to expel the US forces from their territories immediately. The gathering proposed through a unanimous resolution, establishment of a united Islamic block to end dependency of Muslim countries on "Jewish sponsored" institutions like the UN. The conference flayed the economic sanctions against Libya, Iraq and Afghanistan.
Russian Foreign Minister Igor Ivanov visited in Libya in May 2001. The purpose of this official visit was to boost ties between Libya and Russia.
Fidel Castro embarked on a far-flung tour to the Middle East and Asia in May 2001. The main purpose of the tour was to maintain contacts with anti-imperialist countries. He visited also Libya. Good mutual relations and common interests were emphasized.
The Libyan secretary general of the people's committee for African Unity signed in May 2001 with the Vietnamese minister of building up an agreement of cooperation between Libya and Vietnam in the framework of strengthening relations between the two countries.
In May 2001 DPRK sent a message of greetings to secretary general of the organization of African unity, on the start of the formal work of the African Union. The message expressed the belief that the union would ensure peace and stability in this region and greatly contribute to achieving common prosperity of the African continent by mobilizing and utilizing great potentials and rich natural resources. The message wished the union a great success in its work for peace and progress on the continent.
In June 2001 the US Congress decided to extend economic sanctions against Libya. These economic sanctions do not have any kind of legal basis. The question is of plain arrogant despotism.
In June 2001 Libya and Byelorussia decided to start large economic co-operation.
In June 2001 Libya and Tunisia reiterated support for the Palestinian people in their struggle for restoration of their legitimate rights, including the establishment of an independent Palestinian state with Jerusalem as the capital.
In July 2001 the Libyan leader Mu'ammar al-Qadhafi has blaimed USA because of intereference into internal affairs of countries in Africa and east Europe.
In summer 2001 Mu'ammar al-Qadhafi met heads of African states in order to strenghten the unity.
In 21 July 2001 Libya sent urgent humanitarian aids at a cost of US$500000 to the Afghani refugees in Beshawar and Qindahar.
Libya expressed certain satisfaction on the G8 summit in Genoa in spite of the fact that the summit was nothing but a fiasco. EU-countries have at least paid attention on African affairs. USA was outsider also in this issue.
While USA continues its commercial blockade Libya opens commercial relations elsewhere. According to Itar-Tass in August 2001 new Russian airliners will be delivered to Libya.
The European Union's head office warned Washington in August 1st, 2001, that it would complain to the World Trade Organization if the U.S. tried to penalize Europeans who do business with Iran and Libya.
Libyan leader Mu'ammar al-Qadhafi paid his first official visit to a former Soviet republic in autumn 2001 when he flied to Belarus for talks with President Alexander Lukashenko. Lukashenko announced that Libya was ready to extend some 100 million dollars in financing to help Belarus stabilize its currency.
Talks for co-operation agreement between Libya and Russia started on high level in Kremlin in autumn 2001.
Economic co-operation agreement between Libya and Ukraine is planned to be ready in 2003.
In autumn 2001 Libya gave economic aid to Zimbabwe with significant oil supplies.

Libyan Foreign Minister Abdel-Rahman Shalgam visited Russia in the beginning of November 2001 in order to continue the co-operation talks which began in 1997. The main topics of negotiations were oil, gas and energy.
24 December, 2001: Wei Jianxing, member of the Communist Party of China (CPC) Central Committee, met Saturday in Sirte with Zinati al-Zinati, speaker of the General People's Congress of Libya. Wei said that the CPC and the Chinese government pay special attention to further reinforcing friendship and cooperation with African countries. For his part, al-Zinati said China has, for many years, supported the righteous fight of African countries and other developing countries in protecting national independence and sovereignty.
In the beginning of January 2002 the Gaddafi International Foundation for Charity Associations announced in press release that in continuation of supporting the Intifada of our people in the occupied lands and in defence of the holy land in the face of flagrant aggression which violates all conventions and international agreements committing crimes against humanity and genocide and out of our sense of duty which is based on our relations of brotherhood and the common destiny the Gaddafi International Foundation for Charity Associations has intensified contacts and efforts with a number of public institutions and organisations
The Secretary of the general peoples committee for african unity held a meeting on January 24th, 2002, with Hakam Balawi, a member of the legislative council of the central committee of the PLO who delivered to him a message to the Leader of the Revolution from President Yasser Arafat the hero of the Palestinian resistance and President of the Palestinian state over the latest serious developments in Palestine and the suffering of the Palestinians at the hands of the Zionists-terrorist army.
The Belarussian foreign minister visited Libya in January 2002. Large co-operation projects between the two countries will be started.
The activities of the conference on Africa and Globalisation were concluded In February 2002 in the faculty of economy and political sciences in Cairo university, Cairo. The conference was organised by the African studies institute in collaboration with al Gardabiya cultural forum.
The participants in the final session confirmed that the established of the African Union is a great historic event for Africa as it constitutes a radical shift epitomising the asiprations of African nations in unity, welfare and progress within this world where there is no place for lesser entities.
The speakers revealed that the prompt response by African nations for the call issued by the Leader of the Revolution to establish the African Union proved beyond doubt that these countries could not be marginalised and that they have a major and effective role in international affairs.
The speakers re-affirmed the significance of Arab-African Co-operation and integration and stressed that this civilisational merger consolidates joint interests which combine Arabs and Africans and require the consolidation of Arab African co-operation.
The speakers re-affirmed the vital need for Arabs to join the African Union and establish an Arab-African space to crystalise the state of cultural integration and merger among Arabs and Africans in a way that enables them to counter all challenges.
The Executive Secretary of the African Economic Commission announced that the commission will organise a seminar on the African Union which was achieved through the efforts of Libyan leader and that during the meetings of the third african development forum to be held on 3 March in the Ethiopian capital, Addis Ababa.
Libya and Italy intensified their commercial co-operation strongly in spring 2002. Hence the commercial blockade against Libya breaks further.
In the General Peoples Congress Session in Libya in March 2002 further developing of relations among African and Arab countries was the most important isssue. Also further steps for co-operation with European and especially with East-European countries have been up in the session.
In March 2002 Mu'ammar al-Qadhafi confirmed that he would not attend the upcoming Arab summit. Qadhafi told the Qatari-based satellite television Al-Jazeera that his refusal to travel to Beirut for the two-day summit was not motivated by a feud with Lebanon's Shiites but by the failure of the previous summit in Amman to implement its resolutions. "If the summit does not respect its resolutions, then I will not attend it," he said.
Of, course Libya participates handling of the Mid-East crisis on all significant levels. Libya´s point of view is clear. Israel has to withdraw without conditions.
The Chinese President Jiang Zemin made in April 2002 a state visit to Libya. The countries emphasized their common anti-imperialist politics.
President Hosni Mubark of Egypt, member of the conference of Leaders and Heads of states of CEN-SAD visited in the end of April 2002 in Tripoli in a visit to Great Jamahiriya, in line with the consolidation of brotherly relations between the two countires.
In May 2002 cargo planes delivering assistance from the Libyan people to their brothers the Palestinians arrived successively at Alarish airport. The Libyan airlines has established an air-bridge for the delivery of assistance and relief.
In June 2002 Libya and Egypt signed an energy co-operation agreement. This co-operation will be principally open for all Mediterranean countries, Israel excluded.
The western media has intentionally tried to create an image of disagreements between Libya and Republic of South Africa in the African Union process. Those rumors are mad. South Africa definetly supports Libya´s goals and aims in the AU.
A serial of visits of African states to Libya was carried out in 2002.
Danial Ortega, the leader of the Sandinista front in Nicaragua visited Libya in June 2002.
Dr. Salem Ben Amer, [the envoy of Libyan Leader Mu'ammar al-Qadhafi] was in June 2002 touring Asia in continuation of the mission which the Libyan Leader asked him to carry out with the aim of solving the dispute between India and Pakistan by peaceful means.
The summit of the African Union took place in the Republic of South Africa in July 2002. In this summit a new pan-African economy planning system in order to give African economy to African people was activated. The new pan-African planning system is called New Partnership for Africa's Development (NEPAD).
The Russian Foreign Minister, Igor Ivanov, announced the support of his country for the African Union and affirmed the importance of the current African meetings in South Africa during this stage of its historic development by transferring the Organisation of African Unity to the African Union.
Also China wished officially African Union success. Similiar positive official expressions came also from the DPRK, Cuba and Vietnam.

President Kim Yong Nam of the Presidium of the DPRK Supreme People's Assembly had a friendly talk with secretary al Zinati Mohamed al Zinati of the General People's Congress of Libya who paid a courtesy call on him tin July 2002.
In July 2002 Libya and Australia carried out negotiations for a large mutual economic co-operation.
In July 2002 the Leader of Libya visited Egypt especially in order to promote Afro-Arab state level relations.

Libya participated the U.N. sustainable developement summit in Johannesburg in August-September 2002. Libya´s main thema was human rights.
Muammar al-Qadhafi held talks in September 2002 in Tripoli with Zimbabwean President Robert Mugabe, on African issues, especially how to strengthen the African Union, as well as bilateral and international issues.

The secretary of the general peoples committee for African Unity held in Tripoli meeting October 2nd, 2002 with members of the legal experts drafting the constituent order of the African Court of Justice, which is one of the major institutions of the Great African Union.
On October 3rd, 2002 a delegation of the people's committee of the sciences and research general bureau of Libya headed by Mohamed Ennami, director of research affairs of the committee, visited the DPRK.
In November 2002 Libya was elected unanimously as deputy chairman of the UN Food and Agriculture Organization FAO.
In November 2002 Libya tied technical and economic agreements with South Korea and Ukraine.
In 2002 -2003 Libya has still more efficienced developing its contacts with all African states. Libya makes its best to calm down internal unrests of the continent by promoting relations between states and by giving economic help to appropriate purposes.
Because of the serious issues of Iraq and Palestine the African foreign ministers participated in the emergency meeting of African states in Tripoli on December 9th - 10th 2002.
In December 2002 the extraordinary session of the African Union's Executive Council was held in Tripoli, with the participation of African foreign ministers, in order to prepare for the forthcoming extraordinery African Union summit, in January 2003, to study the proposed ammendments on the African Union 's Constitutive Act, to further consolidate the African Union.
In December 2002 a member of the Political Bureau of the Communist Party of China (CPC) Central Committee met in Beijing with a delegation from Libya's General People's Congress (GPC) in order to boost mutual cooperation between the two countries.
In December 2002 Vietnamese Foreign Minister articulated Vietnam's desire to expand ties with Libya in all areas, especially in trade and business. Talking to a visiting Libyan delegation in Hanoi, Nien said the two countries share a time-tested friendship and have assisted each other both in past struggles for national independence as well as present efforts for national development.

The Great Jamahiriya was selected by a majority vote for the chairmanship of the United Nations human rights committee. The vote was conducted at the seat of the committee in Geneva on January 20th, 2003.
A protocol for bilateral co-operation between the Great Jamahiriya and Kazakhstan was signed in Tripoli in January 2003.
In February 2003 the summit of the African Union was held in Addis Ababa, Ethiopia. Libya´s role in this summit was important.
Al Qathafi in February 2003: There are fears of the return of colonisation. He referred to the situations in African Horn, Iraq and Palestine.
Libya got worldwide attention and congratulations on her national day, Ferbary 11th.
The secretary of the general peoples committee for African Unity held a meeting on February 17th, 2003 with Lung Shin Woo, the ambassador of China in the Great Jamahiriya, who briefed him on the results of contacts made by President Zemin with the American and French Presidents regarding the situation in Iraq.
In the end of February 2003 Libyan contacts with other Arab countries, with African states and with both Spain and Italy were exceptionally active. Libya´s anti-war and anti-imperialist stance was noted also in the Non-Aligned Movement´s summit in Kuala Lumpur.
The first meeting of the heads of parliaments in the West Mediterranean Group of 5 + 5 concluded in Tripoli on February 25th, 2003. The meeting was held with the participation of delegations from Tunisia, Algeria, Morocco, Mauritania, Italy, France, Portugal, Spain, Malta and the Great Jamahiriya.
In the Arab summit in Sharm al Sheikh on March 2nd, 2003, Muammar Al-Qadhafi hold a short speech in which he emphasized importance of unity of Arab nations and stressed the meaning of the fight against US imperialism especially in the Iraqi and Palestine issues.
The foreign affairs secretary at the General Peoples Congress held a meeting in Tripoli on March 4th, 2003 with the chairman of the national assembly in Belarussia and his accompanying delegation currently facing the Great Jamahiriya.
Cen-Sad summit was held in Nigeria in March 2003. Cen-Sad is an essential part of the African community and it will be integrated in the AU organs in order to advance prosperity, peace and security in all Africa. Muammar al Qathafi participated the summit in a visible way as a representative of the African Union.
Libya participatied the meetings of the eastern and southern Africa economic community (COMESA) held in March 2003 the Sudanese capital Khartoum.
In 2003 there have been massive demonstrations in Libya against the US and the UK because of the war in Iraq.
The Libyan people, together with all liberals across the world, marked on 28 March 2003 the 33rd anniversary of the expulsion of British colonialist bases and troops from the Libyan territory. This glorious action was achieved by the great al-Fateh Revolution in 1970.
In the beginning of April 2003 the secretary of Chinese Women Union and member of the Chinese consultative council visited Libya.
The Libyan ideas of the African Union make progress. The South African parliament ratified on April 12th 2003 the agreement regarding the establishment of the Security and Peace Council, one of the 5th basic sevices of the great anti-imperialist African Union.
The Ukranian Transport Minister, Georgi Kerba, and the Ukranian Industry Minister Antoni Miliatcia, and their accompanying delegation visited Tripoli in April 2003. They were received by the Secretary of Production Affairs at the General Peoples Committee.
In May 2003 Mu'ammar al-Qadhafi received Leonid Leotzev, the Defense Minister in Byelorussia and his accompanying delegation who were visiting the Great Jamahiriya.
In May 2003 Mu'ammar al-Qadhafi visited Tunisia in order to promote mutual co-operation in all sectors of life.
In May 2003 Secretary of General People's Congress of Libya emphasized friendly relations and continuing of cooperation with the DPRK.

The fifth Libyan international fair was held in Malta in the turn of July/August 2003 with the participation of numerous industrial and investment companies from the Great Jamahiriya.
August 2003. Within the pattern of solidarity among brothers in the Great Jamahiriya and Sudan and within the pattern of the Libyan determination to alleviate the plight caused by the floods in Sudan a Libyan cargo plane carried he third shipment of aid which includes large quantities of tents, covers, clothing, medicines and medical staff to assist those affected by the disaster.
In August 2003 in re-affirmation of bilateral relations and in further consolidation of coperative ties between the Great Jamahiriya and Croatia, the protocol of the Libyan Croatian meetings was signed in the attendance of President Stepan Misich of Croatia.
On September 1st, 2003, on the 34th anniversary of the Great al Fateh Revolution Muammar al-Qadhafi held a strong anti-imperialist and pro-socialist speech in Tripoli. In this connection he definetly denied any claimed connections between terror attacks and Libya in the seventies and eighties.
In September 2003 the UN lifted the commercial sanctions against Libya.
September 26th, 2003. President Yasser Arafat of the state of Palestine exressed his high appreciation and gratitude for the great al Fateh Revolution and its Leader Colonel Muammar al Qathafi, in view of the solid stances towards the Palestinian cause and the continued support for the Palestinian people in their just cause to regain their territories and establish their state.
October 11th, 2003. Ukrainian President Kuchma Leonid declared in Tripoli at the beginning of a three-day working and friendship that abundant possibilities existed to boost cooperation between his country and Libya in the interest of both countries.
11 October, 2003. Ghana and Libya on Friday restored their Permanent Joint Commission for Cooperation (JCC) meetings with a fresh commitment to lay the framework for effective trade and economic ties.
October 14th, 2003. The joint Libyan-Iranian Committee for coperation held a meeting in Tripoli, in the attendance of the Secretary of the General Peoples Committee for Justice and Public Security and the Iranian Housing Minister.
October 22nd, 2003. Mu'ammar al-Qadhafi met the general planning council which consists of all Jamahiri society institutions. The secretary of the general planning council made a speech at the beginning of the meeting welcoming the Leader of the Revolution the maker of the era of the masses and the inventor of the Jamahiri system based on peoples congresses and committees.
Libyan Foreign Affairs Secretary held a meeting on November 2nd, 2003 in Damascus with Abdallah al-Ahmar the Assistant Secretary for the Arab Baath Socialist Party. The meeting handled the latest developments in the area, particularly in Palestine and Iraq.
The Leader of the Revolution received on November 16th, 2003 the delegation of the Chinese National Council of People's Deputies, headed by Tyah Yang, deputy chairman of the permenant committee of the Council, currently in a visit to Great Jamahiriya. The delegation conveyed to the Leader greetings of President of the Republic of China, Hu Ginto and the former Chinese president Jiang Ziemen, the current chairman of the central military Committee. The delegation expressed profound satisfaction at the bilateral relations. He stressed the importance of their development in various fields particularly in economic fields. Head of the Chinese delegation praised the pioneering role of the Leader of the Revolution at the world level in attaining peace, security, and stability in the world. He highly praised the efforts of the Leader in the establishment of the African Union.
The activities of the broadened forum of the external task force at the liaison bureau of the Revolutionary Committees were held in Tripoli on 6th and 7th December 2003 under the slogan "towards the activation of revolutionary action abroad".
Tripoli, December 2003. Before the house of the Leader of the Revolution against which the US mobilized 32 warplanes during the aborted American-Atlantic barbaric aggression on Great Jamahiriya in 1986, the Leader of the Revolution and his wife received the great guest President, Luiz Inacio Lula Da Silva, president of Brazil and his wife.
December 2003. Daniel Ortega, the former president of Nicaragua and the head of the Sandinista Front visited Libya.
Georki Bresaka, the Chairman of the Foreign Affairs Committee in the Romanian Senate and his accompanying delegation visited Libya in December 2003.
Members of the Canadian economic delegation, which includes members of the Arab-Canadian Business Council, visited the Great Jamahiriya in December 2003. They expressed their high appreciation for the Leader of the Revolution and for his distinguished historic role in consolidating peace and stability across the world.
On December 19th, 2003 Libya promised to give up its WMD-programs. It may have been an easy decision, because WMDs do not belong to the Libyan military doctrine. Giving up the WMDs is useful for Libya in international relations.
Libya´s enemy in a possible war would most likely be Israel, against which WMDs could not be used. A big part of Israeli citizens are Palestinians and other Arabs.
Mu'ammar al-Qadhafi met Bulgarian foreign minister Solomon Passi in Tripoli on December 20th, 2003. He criticized strongly NATO´s expansion in Europe and establishing of U.S. military base on Bulgarian soil.

A contract for installing 600,000 lines of mobile phones was signed on December 30th, 2003 between the Great Jamahiriya and one of the biggest Chinese companies.
On January 5th, 2004 Mu'ammar al-Qadhafi addressed an important speech to people´s committees criticizing western parliamentary-type political organizations. The Leader revealed that elections, deputies an rulers are now meaningless in reality. Their presence is different in our lives, particularly in the era of globalisation. He wondered if the deputies represent the masses.
On January 10th, 2004 Mu'ammar al-Qadhafi had telephone conversation with Hugo Chavez, president of Venezuela. Chavez expressed his deep satisfaction at the level of bilateral relations and his optimism for the vast horizons for the future of such relations. The conversation also touched on international issues of common interest, and the assertion to enforce cooperation between the two Latin and African spaces.

Meeting of African Union defense ministers was held in the Great Jamahiriya on February 22nd and 23rd 2004.

On July 27th, 2004 Sudan asked Libya to sponsor Darfur talks. On the other hand, Sudan rejected western offers to mediate the talks, because the result might be occupation od the country.

December 26th, 2004. The Secretary of the General Peoples Congress met with the Speaker of the Belgian Parliament, Harman de Crow who began a visit to Great Jamahiriya.
The year 2004 ended and the year 2005 began with repeated high level visits from other African countries to Libya.

In February 2005 Muammar Gathafi visited Egypt. The talks with Egyptian president Hosni Mubarak concerned future of all-African integration. Gathafi visited the tomb of former president Gamal Abdel Nasser.
In connection with reporting of the suicide bomb in Tel Aviv Libya´s stance on the Mid-East crisis became evident. According to the Libyan News Agency JANA the attack took place in "occupied Palestine". As an exception compared with many other quarters´ opinion Libya sees the solution of the crisis in forming of one Palestinian state. Libya does not honor at all the establishment of state of Israel in 1948.
On March 2nd, 2005 Libya celebrated the 28th anniversary of the declaration of the people´s congress (Jamahiriya) system. In this connection Muamar Gathafi questioned both the United Nations in general and the Security Council especially.
